Portugal and Britain had been old allies and, in 1793, along with most European nations, Portugal had declared war on the French republicans. Spain on the other hand had forged an alliance with France. In 1801 Bonaparte pushed his Spanish ally to attack Portugal with the help of a French corps. The resulting half-hearted War of the Oranges, which lasted barely three weeks, demonstrated how desperately weak the Portuguese defenses had become. After the Peace of Amiens in 1802 Portugal tried to stay more or less neutral, but Napoleon increasingly considered her a frustrating loophole in his Continental System, an attempt to ruin Britain by imposing a blockade on British travel, trade and correspondence with continental Europe.
